Barbara Hambly's book A Free Man of Color, the first in her Benjamin January series, is set during Carnival in New Orleans.
Oh, and also Venetian Mask by Mickey Friedman, set during Carnevale in Venice. I wonder if there's a Fasching mystery set in Germany or Austria, or a Fastelavns one in Denmark?
